River Basin and Coastal Water Management is an important aspect that should be considered to improve the quality of water resources. River and beach to be managed and controlled continuously to prevent the destruction and contamination. Measures preservation and conservation of all time is essential to ensure the Water Quality Index (IKA) and water hygiene is maintained. Taking care of river basins and coastal are planned to control of any activity that could cause further damage to maintain and improve the quality of cleanliness of water resources.

River Basin and Coastal Water Management

For the implementation of River Basin and coastal management, its devide into two aspects need to be implemented, namely:

Integrated River Basin Management (IRBM)

Integrated Coastal Management (ICM)

Integrated River Basin Management involves the basin's major rivers and creeks throughout the state. Whereas Integrated Coastal Management involves coastal areas and islands around the state.

Integrated River Basin Management (IRBM)

Integrated River Basin Management is a process of reconciliation in the conservation, management and development of water resources, land and related resources across all sectors in a river basin. IRBM aims to maximize social and economic benefits of water resources in a sustainable manner and at the same time maintaining or restoring natural ecosystems water resources. Integrated Coastal Management (ICM)

Integrated Coastal Management is a system of environmental management and natural resources through an integrated approach the coast, holistic and interactive planning process in addressing issues of complex management in coastal areas. ICM also is effective approaches and methods to resolve some of the conflicts that broke out in irrigation management of marine resources. ICM is an abbreviation for Integrated Coastal Management in which it is integrated management of coastal waters. This approach can also reduce the serious impact on the marine ecosystem. It also can ensure the development of a more sustainable coastal waters through an integrated management approach.

State Water Resources Council (MSANg)

To manage the river as a source of clean water for domestic needs, challenges and problems to be encountered in which many agencies manage water resources based on their own political and administrative boundaries and functions of their respective departments.

Each of the agencies involved in water management has its own responsibility in order to safeguard the interests of each agency and there is also a water management involves several states and districts. Some states have different water management concepts and this is a major problem that is causing all the water resources of the State can not be managed effectively.

The federal government has adopted the principles of Integrated Water Resource Management (IWRM) to ensure sustainability in the long term to develop and manage the country's water resources. One of the government's efforts in translating these principles is the establishment of MSAN in 1988, chaired by the Prime Minister and members are ministries, departments and agencies of the stage federal and Chief Ministers of the states.

Sustainability of water resources necessary for the use of the present and the future as it is a catalyst for the life of the environment and national development. This can be achieved through the mechanism of the guard continued waste of water resources by the federal government and state governments. It will be open to the state to explore alternative water sources and also focus on water demand management (Water Demand Management) in addition to reducing dependence on water transfers. The involvement and cooperation of all stakeholders in the water sector plays an important role for ensuring a secure water resources and sustainable in line with the main goals and interests of the various agencies.

Establishment tide is important to ensure coordination of decisions adopted by the MSAN can be adjusted and monitor stage country. The purpose of its establishment is to manage water resources in the State for sustainable and integrated by taking inputs from various agencies and departments. Any violation of the terms and pollution term and condition to conducted on water resources will be monitored and enforced more effectively. Any problems that arise can be referred to the Council for a decision concerning immediate action should be taken. With this water source will be preserved better than the current practice whereby the monitoring and enforcement actions are not aligned and integrated.

Fundamentals Considerations

MSAN function is:

Summing up the national water resources policy (DSAN);

Provides National Water Resources Master Plan area;

Distribute water resources for a variety of causes and priorities during an emergency;

To advise the state on the conservation, control and gazette;

To coordinate the implementation of inter-state water transfer projects for water supply;

Coordinate the implementation of other water projects;

National water resources information center

The highest forum to discuss and set policy direction for the development and management of water resources and land-related issues;

Facilitate the implementation of policies set by the MSANg;

Coordination between government departments and agencies in carrying out the role of the state in the field of their work with the aim to manage and use water sustainably.

Install function is supported by the Coastal Waters of River Basins and to replace the Management Committee of Rivers State. This committee will be set up in each river basin. The river that involves only one country will be chaired by the State Secretary. As for the river involving several states will be chaired by the Secretary General of the Ministry of Natural Resources and Environment (NRE) and proposed a task force established at the state level for implementation.


Establishment installing will function more effectively through concerted effort from all departments / agencies in terms of planning, law enforcement and road administration regardless of political boundaries. It also is a more holistic approach in managing and developing state water resources witch more effectively in the future. Manage and coordinate the implementation of the Scheme Licensing and Water Resource Abstraction charges.

Manage and coordinate the implementation of the Resource Alteration Activity Written Permission.

Coordinate licenses diversion of mini hydro power plant.

For the state, the river basin can be classified into two parts, the main rivers and creeks. The main rivers in the state of Kedah are composed of six river basins.

IRBM Strategy & Policy

Rivers are the arteries Kedah. Alor Star historically developed as a meeting Kedah River and Anak Bukit River as the center of the rice trade and Kedah River is part of the Young irrigation schemes still play a major role in the economy of this country. The plan analyzes the current state of water resources and assess the many factors that affect mereka.Ia examine issues of water quantity such as the amount of water available for water supply, water quality, pollution and mitigation banjir.four main issues identified:

water resources in the basin is used intensively and the scope for further exploitation is limited.mostly (about 90%) is used for irrigation of rice, but domestic demand and the industry continues to develop. the need to protect the resources available and to optimize use them

good water quality in the catchment upper area, but in Alor Star, it is poor and deteriorating due to the discharge of domestic and industrial waste water as well as the sources of other diversion.the impact in Punch, and the absence of flooding caused by tidal barrage row Ampang, makes it even more important to address the problem of water pollution at the source.
